Toronto Paramedic Services Mourns the Sudden Loss of Advanced Care Paramedic Kevin Mills
Toronto, ON — It is with deep and heartfelt sorrow that Toronto Paramedic Services announces the sudden and unexpected passing of Advanced Care Paramedic Kevin Mills, who died at his home on Tuesday, April 29, 2025, at the age of 44 due to unforeseen medical complications.
Kevin’s passing has sent shockwaves through the emergency services community and beyond. A trusted colleague, devoted public servant, and cherished friend, Kevin Mills leaves behind a legacy defined by dedication, courage, and compassion — a legacy that will not be forgotten.
Kevin began his career with Toronto Emergency Medical Services (now Toronto Paramedic Services) in 2001. From the outset, he was known for his unwavering professionalism and natural ability to bring calm to even the most chaotic of scenes. Colleagues recall his steady presence during medical emergencies and his unique capacity to reassure patients with empathy and humanity.
In 2005, Kevin advanced to the role of Advanced Care Paramedic (ACP), a position that demands both clinical excellence and emotional resilience. He embraced this role with immense pride and unwavering commitment. Throughout his career, Kevin was often commended for his clinical expertise, quick decision-making, and his mentorship of younger paramedics entering the field. He was not only a skilled clinician, but also a compassionate caregiver — a true advocate for those in crisis.
“Kevin was the kind of paramedic we all aspired to be,” said Chief Paul Raftis, head of Toronto Paramedic Services. “His loss is immeasurable. He served this city with honor, courage, and kindness for more than two decades. Our thoughts are with his family, friends, and all who had the privilege of working alongside him.”
Kevin’s sudden passing has left a profound void within Toronto Paramedic Services. Flags at Toronto EMS headquarters and paramedic stations across the city have been lowered to half-staff in his memory. Grief counselors have also been made available to paramedic staff as they navigate the emotional impact of losing one of their own.
Friends and coworkers describe Kevin as more than just a skilled paramedic — he was a loyal friend, a compassionate soul, and someone who always had time for others. Whether he was offering a word of encouragement during a tough shift or volunteering to train new recruits, Kevin’s quiet leadership left a lasting impression.
Outside of work, Kevin was a loving son, a dedicated family man, and a loyal friend. He enjoyed time outdoors, was an avid reader, and had a passion for helping others — both on and off duty. Those close to him speak of a man who was humble, thoughtful, and deeply committed to making a difference.
Plans for a Celebration of Life and official memorial service are currently underway, with further details to be shared in the coming days. Toronto Paramedic Services will work with Kevin’s family to ensure that his life and service are honored with the dignity and respect he so richly deserves.
For now, his colleagues and the city he served take a collective pause to reflect, grieve, and remember a life dedicated to serving others.
