Suspect Identified and Arrested in Theft of Packages from Resident’s Porch in Rumford
RUMFORD, Maine — September 26, 2025 — A swift investigation by the Rumford Police Department has led to the arrest of a man suspected of stealing packages from a resident’s porch on Penobscot Street.
On Friday morning, officers were dispatched after a homeowner reported that two packages had been stolen from their property. The caller described the suspect as a male dressed in a black hoodie, black pants, and white sneakers. Crucially, the victim also provided surveillance video footage capturing the theft in progress.
The footage clearly showed a white male, middle-aged, wearing a black hoodie with an “Adidas” emblem on the front, paired with black pants and white sneakers. Using this evidence, officers canvassed the neighborhood, spoke with local residents, and quickly gathered leads that pointed them toward a suspect.
The man was identified as Kenneth Armstrong, 35, of Maine Avenue, Rumford. With the assistance of an Oxford County Sheriff’s Deputy, Rumford officers proceeded to secure Armstrong’s apartment. Upon entering, officers discovered Armstrong attempting to conceal himself under clothing and bedding materials. A further search revealed the two stolen packages inside the residence, confirming the link to the Penobscot Street theft.
