Tulsa Police Involved in Officer-Involved Shooting Following Domestic Disturbance Call — Suspect Identified as Clayton Baldwin

Tulsa, Oklahoma — On the evening of July 13, 2025, at approximately 7:05 p.m., Tulsa Police officers responded to a distressing call reporting a violation of a protection order in progress at a residence near 5900 E. Newton Place. The call came from a woman who reported that her estranged husband, 50-year-old Clayton Baldwin, had shown up at her home uninvited and was refusing to leave. According to the victim, Baldwin was behaving aggressively and issuing threats — a frightening and dangerous situation for any individual, especially one seeking the protection of a court-issued order.

Upon arrival, officers encountered Baldwin in the backyard of the residence. What began as a response to a domestic call quickly escalated when Baldwin spotted the officers and charged toward them, brandishing a shovel and a large stick, both of which could serve as deadly weapons in a violent confrontation. Officers issued multiple verbal commands for Baldwin to drop the weapons, commands he blatantly ignored.

In an effort to de-escalate the situation and avoid the use of lethal force, one officer deployed a taser in hopes of subduing Baldwin. However, the first taser deployment was ineffective, as was a second attempt. Despite repeated warnings and multiple non-lethal attempts to disarm and subdue him, Baldwin continued to advance toward the officers in a threatening manner.

Faced with an immediate threat to their safety, one officer discharged her firearm, striking Baldwin in the torso. Officers on scene acted swiftly, immediately rendering medical aid to the suspect until emergency medical personnel arrived. Baldwin was transported to a local hospital for treatment and is currently expected to recover from his injuries.

Following standard protocol, the officer involved in the shooting has been placed on administrative leave pending the outcome of a full investigation, as per the Tulsa Police Department’s Policy and Procedures. The department has committed to a thorough review of all evidence related to the incident, including the officer’s actions, which will be submitted for evaluation to the Tulsa County District Attorney’s Office.

Once released from the hospital, Clayton Baldwin will be formally arrested and charged with:

  • Violation of a Protective Order

  • Multiple Counts of Assault with a Dangerous Weapon

  • Interfering with an Emergency 911 Call
